Is boiler slag from coal-fired power plants water soluble?

I want to use boiler slag for aquarium substrate, I know it can have some bad things in it (sulfur, heavy metals, etc.). I need to know if this nasty stuff will leach into my aquarium if I put a bed of boiler slag at the bottom of it. Thanks!
